Mill rejects are the pieces that have defects of imperfections. These defects include split or open seams. This is when the weld did not take. 

Mid welds are created when the mill welds two coils together that is used to make the tubing. 

Other defects can include but not limited to odd length or non standard length, bow or twisted and mixed sizes and gauges.
